Nitrogen Credit Trading in Maryland: A Market Analysis for Establishing a Statewide Framework
Abstract
This report explores whether a market for nitrogen credits could help wastewater treatement plants in Maryland achieve cost-effective water quality objectives. The results of this study indicate that, compared with approaches that require all plants to attain equal nitrogen concentrations, trading options could achieve the same environmental objectives while saving millions of dollars.
